PLF 2026: The Senate Scrutinizes the Budget Presented by Henri-Claude Oyima

T he 2026 Finance Bill, totaling 6,358.2 billion FCFA with a funding requirement of 2,204.3 billion FCFA, was presented by Henri-Claude Oyima before the Senate. Senators reviewed the main budgetary outlines, the management of public finances, and social commitments, emphasizing discipline, transparency, and execution efficiency.
The Venerable Senators, members of the Finance Committee, proceeded to review the 2026 Finance Bill, in the presence of the President of the Senate, Madame Paulette Missambo.
It was the Minister of State, Minister of the Economy, Finance, Debt, and Participation, Mr. Henri-Claude Oyima, who opened the hearings to defend the draft finance bill for the 2026 fiscal year.
The Minister presented the State's resources and expenditures, as well as the following components: • State Revenue and Expenditure • Public Finance Management • State Commitments • Pensions • Family and Social Benefits • Provisions • Cross-cutting Expenditures • Valuation of State Assets
For this year, budgetary forecasts are set at 6,358.2 billion FCFA in resources and expenditures, with a funding requirement estimated at 2,204.3 billion FCFA.
The senators discussed the coherence and feasibility of the budget, emphasizing financial discipline, transparency, and execution efficiency. Quarterly reports will allow for the monitoring of project progress, the disbursement rate, and revenue mobilization.
The main challenges remain the reliability of revenue, the weight of social expenditures, and the actual capacity for project implementation, making this review a key moment for the first complete budget of the fifth Republic.
