ANINF declares that the payroll file of public servants is not managed abroad.
The General Directorate of ANINF issued a press release denouncing allegations of foreign management of the civil servants’ payment system. In other words, Mr. Pierre Mintcha would have spread fake news on this matter.
W hen civil servants’ salaries become a weapon of disinformation, the State is compelled to strike its fist on the table." Libreville, January 22, 2026. The controversy was brief but loud. In response to statements attributed to union leader Pierre Mintsa, claiming that the payment of public employees’ salaries had been entrusted to a Moroccan company, ANINF reacted firmly.
In an official communiqué, the National Agency for Digital Infrastructure and Frequencies categorically denied any foreign interference. The salaries of Gabonese civil servants are processed exclusively through the Unified Reference File, a sovereign tool of the Gabonese administration, designed locally and operated by authorized national teams.
In service for more than twenty years, the Unified Reference File (FUR) stands as the cornerstone of the State’s payroll system. Controlled access, strict separation of functions, continuous traceability, and regular audits ensure the security and integrity of the data. No foreign company is involved in its operation.
For ANINF, these rumors are serious. They undermine public trust, expose the State to security risks, and needlessly fuel social tensions. The agency considers it 'regrettable and unacceptable' that such statements were made without prior verification.
The conclusion is unequivocal: the State payroll remains a strategic public service, managed within a strictly national framework. ANINF calls for an end to the dissemination of unverified information and urges reliance solely on official communications.
