Final Communiqué of the Extraordinary CSM Session

U nder the distinguished presidency of His Excellency Brice Clotaire Oligui Nguéma, President of the Republic, Head of State, and President of the Supreme Council of the Judiciary, the extraordinary session of the Supreme Council of the Judiciary convened this Friday, December 19, 2025, in its customary chamber at the Presidential Palace
At the commencement of the proceedings, the President of the Republic, in his capacity as President of the Supreme Council of the Judiciary, underscored that this extraordinary session is warranted for two principal reasons: on the one hand, to fulfill the constitutional obligation of designating two magistrates to serve on the Constitutional Court as constitutional judges; on the other hand, to rectify significant omissions and shortcomings identified during the ordinary session of the Supreme Council of the Judiciary held on September 12, 2025.
The President of the Republic further underscored the essential role of justice in consolidating the rule of law and fostering social harmony. In this regard, justice must, in strict conformity with the law, sanction all illicit acts and their authors, irrespective of their level of responsibility within the State. By thus fully assuming its mission, justice will reinforce its credibility and legitimacy in the eyes of the people. Lastly, the President of the Supreme Council of the Judiciary instructed the Minister of Justice, in consultation with the Heads of Jurisdictions, to examine mechanisms enabling the judiciary to contribute to the State budget and to enhance their allowances, notably through fines and other judicial penalties.
