O n December 12, at the Presidential Palace, the President of the Republic, Brice Clotaire Oligui Nguema, received Professor Béatrice Yvette Nguema Edzang, recently appointed Director General of the Caisse Nationale d’Assurance Maladie et de Garantie Sociale (CNAMGS) [National Health Insurance and Social Guarantee Fund]. Presented by the Minister of Social Affairs, Nadine Awanang épouse Anoto, this strategic meeting marks the presidential will to put the CNAMGS back on track after a period of growing difficulties.
The CNAMGS, a key institution of Gabon's social protection system, faces several major challenges that threaten its stability and efficiency. Among them are: opaque fund management, payment arrears to health service providers, weak internal controls, and endemic fraud which burdens the budget. These problems compromise the effective coverage of insured persons and endanger the social model promoted by the State.
Under the impetus of President Oligui Nguema, the mission entrusted to Professor Nguema Edzang is clear: to establish rigorous, transparent, and modernized governance. The objective is twofold: to strengthen the financial sustainability of the CNAMGS while guaranteeing efficient and equitable service to beneficiaries. This notably involves implementing digitalized control systems, revising internal procedures, and combating corruption at all levels of the institution.
The political and administrative steering reinforced by this appointment testifies to a desire to make the CNAMGS a true social lever, capable of sustainably supporting public health and health insurance policies. Gabon, facing increasing demographic and health challenges, cannot afford the sinking of this structure which is essential for the social protection of its citizens.
