Local Grouping EZONA Reinforces Urban Cleanliness in the Communes of Libreville, Owendo, Akanda, and Ntoum.
On December 4, 2025, the Ministry of the Interior, Security, and Decentralization secured the adoption of the public service delegation contract with the EZONA grouping during the Council of Ministers.
T he State Council validated the negotiation of the public service delegation contract with the local grouping EZONA, under Article 49 of Ordinance No. 009/PR of February 11, 2016, ratified by Law No. 20/2016 of September 5, 2016. This public-private partnership aims to strengthen urban cleanliness in the communes of Libreville, Owendo, Akanda, and Ntoum.
This mechanism, complementary to the actions already carried out by the Clean Africa Company, focuses on a set of key activities for a healthy urban environment: mechanized sweeping and washing of roads, "island" style clean-up (piquetage par "ilotage"), systematic clearing of gutters, scheduled or reported removal of bulky waste, cleaning of watersheds and river mouths, weeding of verges, and clearing and exposure to sunlight of road edges, all according to a strictly defined frequency.
Beyond the clear improvement in public sanitation, this project generates a significant socio-economic impact with the projected creation of 1,441 direct jobs, including 500 from the initial phase. This increase in local employment will not only boost the regional economic dynamic but will also contribute to better social cohesion around the sustainable maintenance of urban spaces.
In essence, this innovative public-private partnership aims to combine operational efficiency, economic development, and social responsibility, offering a robust and sustainable response to the challenges of urban environmental management in the country's strategic hubs.
